I moved into my apartment in waterbury,CT in December. I have been keeping a very close eye on a neighbors dog. He is a large breed dog chained to a tree 24/7 with no visual shelter. Everytime I am home I hear the dog barking and I tried to get close enough to see his condition better. From what I see he has no food or water outside but does not look skinny, his chain is not very long and hes constantly yanking on it (I am concerned about an embedded chain). When people are far away from him he will wag his tail and try to run twoards them but I tried approaching him once to give him food and to get a better look but his tail immedietely went in between his legs so I backed off.

I don’t want to cause problems for a neighbor but if this is abuse then I really feel the need to report them. I am looking for opinions on or suggestions on what I should do.
